04/19/2012     WE GOT IT DONE!!!!

All the vacant C-3 lots along the corridor are now C-2's.  City Council approved the mass rezoning at 2:11 PM today. 

No more pawn shops, no tattoo parlors... and many other bottom feeding businesses.  Thanks to Eden, Preston Hollow, Thousand Oak Forest and the neighbors in Morning Glen.   It took two years, but we now have zoning we can defend.  Thanks to all of you!

The Zoning Commission passed our rezoning project unanimously and without opposition this afternoon.  Sharon and David from Eden, Kathleen from Thousand Oaks Forest and a few other residents were there to speak if needed.  Now on to the City Council meeting on April 19th @ 2PM at City Hall for the ordinance.    You can help by calling 210-207-7276 and telling the Councilman Soule's office your name, address and that you are in favor of the Thousand Oaks rezoning and appreciate his efforts.

On April 3rd at 1:00 PM at the One-Stop Center at the corner of S. Flores and S. Alamo, the Zoning Commission will hear our case.   We are focusing on the VACANT lots along Thousand Oaks between Country Morning and Wetmore on the northeast side.  Those VACANT lots that are zoned high intensive (C-3) are going to be down zoned to C-2.  That will eliminate many unfriendly residential usages such as more pawn shops, tattoo parlors, bars, & other undesirable businesses.

Morning Glen, Eden, Thousand Oaks Forest, and Preston Hollow are backing this and will be represented at the meeting.  I personally walked Morning Brook which back up the the affected lots and delivered flyers this morning since they probably received city notices.

What can you do to help with the meeting on April 3rd?   Let the Zoning Commission know you approve.  That can be done several ways.  

1)   Call Pedro Vega @
210-207-7980  and give him your name, address, the Case #  Z2011052 and tell him you approve.

2)   Email  Pedro.Vega@sanantonio.gov  and
give him your name, address, the Case #  Z2011052 and tell him you approve.  If you do this method, please CC District10@SanAntonio.gov  to let Councilman Soules know.

3)  Download this form, fill it in, and mail it....or, to save the stamp, drop it by my house in the box on the porch @ 3185 Morning Creek by April 3, 11:00 A.M.            Zoning Form

4)   You are welcome to come to the meeting and let your presence be known.  The more we have in written, phone, and physical presence, the better.  We will be bring all the petitions from the past as evidence that these neighborhoods want "residential friendly" zoning.

03/14/2012    The Planning Commission changed the Airport Vicinity Land Use Plan for the parcels on 1000 Oaks between Wetmore and Country Morning to Community Commercial.  Eden, myself, and two others supported it.  Now on to April 3rd Zoning to get the vacant C-3 lots down zoned to C-2.  The business property listing agent was there and said he had not heard of it.  Sharon, of Eden, talked to him at length...explaining the benefits of C-2 usages vs the detrimental effects of C-3 usages. 

Things are happening.  We expect and have word from the Councilman's office (Mario) that within the next couple of months, the C-3 vacant lots along the NE side of Thousand Oaks are going to be down zoned to C-2.  Two things have to happen first. 

First, on March 14th, the Planning Commission is going to change the Airport Vicinity Land Use Plan for the corridor to Community Commercial instead of Neighborhood Commercial.  This change seems antithetical to our goal, but without supporting it, we will never get rid of the C-3 (intense commercial) usages of these vacant lots.

Then on April 3rd, the Zoning Commission will hopefully down zone the vacant C-3 lots to C-2, which is a eliminates many undesirable and residential unfriendly usages such as pawn shops, tattoo parlors, auto sales/repair.  We will need as many people as possible to support this, both by calling, emailing, and attending this meeting.

Basically Councilman Clamp there was no way he could support the C-1 zoning.  He was working with the property owners for a c-2 for all the vacant properties.  Without the Clamp's and hence Soules support, we have lost having the Neighborhood Commercial designation as called for in the Plan.

March 22, 2011 meeting results:  There were about 20 residents present along with 4 City Development staff, Mario Hume (district 10 staff) and Thomas Marks (district 9 staff) and Councilman Clamp. 

Neighborhoods represented:  Morning Glen, Eden, 1000 Oaks Forest, Hunters Mill, Preston Hollow

Property owners of the affected parcels along Thousand Oaks present:
          
None, zero, zilch. 

All 29 of the missing affected property owners were notified of the meeting in writing by the City.  They were invited to find out what might be considered about down zoning their properties, voice their concerns, but none showed up.

There will be at least one more effort (perhaps another meeting) to get them involved.  It is very important the every effort is made to get them to the table since we do not want them showing up at City Hall when the rezoning ordinance is being considered and saying they did not know what was happening. 

The neighborhoods have over 500 pro-rezoning petition signatures now along with the 700 from the payday loan initiative.  We still need more petition signatures to present when this issue goes to the Zoning Commission.  Petitions are available to print
here and deliver to 3185 Morning Creek, 78247.  Please contact businesses, churches, neighbors and get them on board. 

We have the pledges of three of the District 10 CC candidates to support this rezoning effort.  Bud Little, Carlton Soules, and Laura Thompson, on Monday night, expressed their support for residential control of zoning issues.  I have personally interviewed all three candidates and feel very assured that they will continue support if it goes beyond Councilman Clamp's end of term.

03/04/2011 Update:  The first meeting between the affected property owners, the neighborhoods, and the Zoning Department will occur on:

Tuesday, March 22, 2011 at 6:30 P.M.  at the Tool Yard.

The Zoning Department will be collecting information about the effects of the rezoning.  You are welcome and encouraged to attend.  Each Neighborhood Association and HOA should get a notice and have a spokesperson there.

02/15/2011 Update:  The City Council with the leadership of Councilman Clamp, has approved the rezoning from C2, C3 to C1 in accordance to the plan.  Here is the Council decision.   What this means is that there is now a hearing process funded for meetings beginning with the property owners and the zoning staff and the neighborhoods.  After these meetings will be the Zoning Commission hearing and then the City Council approval.   We are really happy about this progress and you might be called on to attend some of these meetings.

On the issue of the pawn shop control, there appears to be little interest to force the State Legislature let local communities control this venue.   Once this 1000 Oaks zoning issue is in the bag, we can start working on the State to forsake some of the pawn shop lobby money to allow the people (local) to decide where these bottom-feeders can set up shop.  

(has anyone noticed that Cash America at 3119 1000 oaks has not even put up a sign announcing their takeover of our neighborhood?   All that investment and even they are ashamed of their actions against our wills.)

01/06/2011 Update:  The Zoning Staff recommendation will go before the City Council on February 3rd.  With consent, zoning staff will begin the rezoning process.


Breaking News!!
   The City Staff, Planning Department, Planning Commission, Zoning Commission and the City Council have unanimously updated the UDC (Unified Development Code) to include a requirement of C-3, D, and L zoning for pawn shops.  That means the C-2 parcels all over the City are no longer eligible to be pawn shops!  Yea...!!!!   Thank Councilman Clamp and keep pushing for rezoning the C-2 and C-3 lots along the Thousand Oaks from Country Morning to Wetmore down to C-1's.
